I thought the highest energy electron means the 5th electron in p orbital because that's the last one for Fluorine.

But quantum number for the highest energy electron in Fluorine is
ml = 1 instead of 0.
ml = 1 is the 3rd electron in p orbital because up up up then down down = Fluorine.

what is the definition of the highest energy electron?
