So I’ll be an upcoming third year this July. When should I start reaching out to gen peds private practice about job opportunities?

I usually recommend sometime in the fall, but you can definitely ask around earlier if you have a specific practice in mind. Sometimes places aren't sure if they're hiring until later, but it can easily take six months to get licensed and credentialed so it's better to have an early start. This is all assuming you want to start in July and not take time off.
