Got accepted into ppid program at UCLA and may not be able to start the class because of personal issues. Do they keep my seat for next year? Or do I have to go through all application process all over again?

You should be asking admissions at UCLA not SDN...

You should talk to the director of the program, explain the situation and ask what your options are. Generally they do not care and you will have to apply again. Chances of being accepted again are slim

There are previous posts on SDN where people discussed similar situations and school (upenn) allowing the student to join in next year. Most of the schools don't have policies for such scenarios and make a decision case by case.
If it was any other school, you had a fair chance but ucla admin is insensitive to student issues so they may not bother about your personal issues.
That being said, if you have an emergency situation then you can try your luck but if your personal issues are money/visa related then they may not stand a chance.
