The CBO estimates have been out since March. It's estimated to cost 1.5 trillion over ten years, and he only has 300 billion in revenue right now to offset it over the same time period (the bush tax cuts that expire on those making over 250k per annum).

I wouldn't count on it not passing, if congress can't pass it as stand alone legislation, he'll sneak it in on a budget reconciliation vote, where it will likely pass.

So I would be careful about any jubilation at this point.
