H1 for a non-citizen US Grad

I know there is an excellent sticky about this issue already. My question is, can it be demanded from a program that says specifically on their website "No H1s can be sponsored", that since I am a US grad, they should reconsider? I know it doesn't hurt to ask, but what I want to know is why they don't want to sponsor H1- because it takes too long for the regular candidate (FMG) or are there other reasons? Since I will be on OPT the time issue should be negligible. I am also thinking about emailing all the programs and letting them know about F1 and OPT and how it works. Is this wise?

PS (I know this question is not worded well, I feel foggy headed today 😀)

You cannot demand anything. H visas are employer sponsored. If they don't offer them, then you're out of luck. You are free to rank other programs higher, or course. Remember that visas are often adddressed by the GME office not the program itself, so it may be out of their control. Still, it can't hurt to ask. I doubt that thretening PD's (i.e. "Give me an H1b or I won't rank you") will get you very far.
