I'm sceptical. The QE's are a cash cow. I've known doctors who had passed the royal college exams, and were even practicing when they had to take the QE2. They'd be losing a HUGE amount of $.
I think you misunderstood the post. Ontario is planning (apparently) to rescind their current policy of allowing the USMLEs in lieu of the MCCQEs. This would bring Ontario in line with the FMRAC national standards that the province recently endorsed.
Ergo, everyone has to pass the MCCQEs; no more exceptions. Continue milking the cash cow.
