help me choose schools

I'm an international student who just graduated from a US uni (in the top 20). My stats are 3.6 oGPA, 3.5x sGPA, 24AA/23TS/23PAT, with 200 hrs shadowing, 100 volunteer, 100+ research. I have a decent personal statement and I think letters. I am currently looking at:
USC
UCSF
UOP
Harvard
Columbia
NYU
Case
UPenn
Baylor --> I know they almost never accept OOS, let alone international, but I lived in Texas for two years and if I had the chance, I would go back there in a heartbeat. I might as well try, right?

Any additions/removals I should make?

just a quick note- you have some pretty pricey schools on your list (USC, UoP)- which is great if you are having your education funded by any method other than loans.

Otherwise, you're heading into 450K+ loans before interest, which will be miserable come repayment.

Your stats are good- I would add more state schools like UMD, UConn, etc.

Thanks for bringing that up! Unfortunately, because I am an international student, tuition will be similar no matter which school I choose. For example, UOP is ~5k more expensive/year than UConn, so I don't think it will make a huge difference. Also, isn't UConn really selective for OOS?
 
I don't think Harvard and UCSF are international friendly. Columbia definitely isn't.

I spoke with their Adcom- they told me 2/3 of their admissions offers go OOS to New England region and other parts of the US. However they have a much higher yield on their IS offers so you get the traditional 50 IS- 50 OS % balance.

It is my understanding that international students do not qualify for in-state tuition, because that requires you to be a permanent resident of that state. International students are not considered permanent residents because they study under a visa. Please correct me if I am wrong! If so, then UConn is starting to look very attractive.
