I have been practicing general dentistry for 3 years.

I have been recently accepted to 3 year perio program that starts next July that has tuition of $15k/quarter for 12 quarters which will come out to be about 180k. If I also include 3 years of not working (or owning an office which was my original plan), that would be an additional 450-500k that I won't be making.

So overall, starting perio will set me back 600-700k financially.

But I love placing implants and doing perio surgery (sinus, ridge augmentation, etc).

So which route should I go?

Start an office? or start residency?

I will be 35 by the time I'm done with residency.

go for it! i work close with two perio docs that did gen dent for a number of yrs bf res. i like working with them bc they understand my restorative vision. if you're going to a smaller town afterwards then you're def set!! i work with two docs now (mainly), one does much more "traditional perio" and one that "does lots of implants". both are doing extrememly well in their field and well versed in their expertise. its all in how you market your self and the philosophy YOU decide to guide your practice.
