MD Help with school list: CA Resident, high GPA (4.0) but low MCAT (31)

CA Resident here with 4.0 GPA but 31 MCAT (12PS, 8VR, 11BS). Have average ECs (includes research and clinical experience) and good but not AMAZING letter of recs. I think that my reach schools would be the CA ones and I am aiming for mostly lower tier OOS schools due to my low VR score. My current list has 26 schools:

4. UC Davis

7. Albany
8. NYMC
9. Rosalind Franklin
10. Creighton
11. Drexel
12. George Washington
13. Georgetown
14. Medical College of Wisconsin

18. Virginia Commonwealth
19. Western Michigan University

21. Tulane
22. Vermont
23. Jefferson
24. Eastern Virginia
25. Penn State

Would I have a good chance at the above OOS schools with my stats? I want to have 33 schools in the end. Below are potential ones I am thinking of adding. Which of these potentials would be good additions or do you see any of them as better replacements for one of the above on my current list?

Just a heads up, Western Michigan University Medical School is a new school (class of 2014 = 1st class) and is $73,000. =O http://med.wmich.edu/education/students/future-students/your-finances/cost-attendance
Any of his OOS schools will be that much... tuition will be around 50K for all of them just like WMU. The downside for WMU for me is super small class size (about 50 total)

But I think some good additions would be
Miami Miller
Oakland
Rochester
Loyola Stritch
Dartmouth
Wake Forest
Ohio State
 
Illinois also has very expensive oos tuition.
 
What do you think my chances are for U Washington?
