Help with Texas License

I need some advice for some co-workers/friends who are trying to get a Texas license. I was lucky enough to do mine during residency and it was fairly easy except for the Jurisprudence test. My friends are telling me that they need a form signed by EVERY medical director they have worked under since leaving residency, which is often a near impossible task. Do any of you know if this is the case? If so, do any of you know any easy way of getting around it, and/or making the process easier?

Physician Licensure Evaluation(s)

Form L
Applicants must submit a completed Form L for every professional affiliation in the past 5 years, no matter the location.
The Chief of Staff, Program Director, Medical Director, Chairman of the Department or other supervising physician must complete the form and return it to the applicant in a sealed envelope. Applicants must not open the envelope; they should send the unopened envelope to the Texas Medical Board.

It is a lengthy process.
 
I plan to work in Texas at some point. Kind of want to apply early just to get it done with when the timeline doesn't matter and I only have a residency director who needs to sign that form. Is there any sort of low cost hibernation mode you can put your license into?
