"Hold/Competitive" status: LOI during or after

Univ of WA and OHSU have similar Hold pools that most applicants are shunted into after interview--those in them are neither accepted nor rejected, and if not given an A or an R in April-ish are put in on a wait/alt list. They ask for new grades (if in school) and updates on any significant activities... So if one of these schools is your #1, should an LOI be sent while you're in these pools or after you wait and see if you're on the wait/alt list?
 
I called OHSU about this. Even though the list is already ranked by your score you received post-interview, the secretary said that it couldn't hurt to send an LOI. I know that after they waitlist you in May, you'll be required to send one to stay on the list. I have yet to send one, but will likely do so after next week. OHSU is the only one I know about...didn't apply to UW.
