Both are good. Very different types of location, with Mt. Sinai being very urban (Manhattan) and UVa being pretty remote. My roommate almost went to UVa before choosing Penn so I could tell you more from his perspective if you'd like. They're both decent programs, with good reputations and strengths and weaknesses depending on your interests.
 
I have a friend who is a second year MSTP at UVa, and he loves it. It was his first choice while he was applying. They have a decent-sized program and the med school has a good rep. If you have specific questions about their program, I can run them by him. The MSTP office also seems to be good at answering email questions pretty quicky. As Neuronix mentioned, location is always an important consideration - what kind of area would you prefer to live in?
