How does a "statement of intent" for a formal hospital volunteer program differ from a cover letter?

I have an interview at a major hospital network in NYC very very soon for a program that on completion, will give me 100-300 hours. (Trying not to give information that is too specific here.) When asked to bring a "statement of intent" and "resume" -- because I already submitted a resume to the volunteer coordinator -- what should I discuss in my statement of intent? Should I repeat anything that I already discussed in my opening email? How much should it really be approached like a formal cover letter for a volunteer position (discussing skills and so forth -- e.g. that I am awaiting my EMT license from New York State, that I am BLS-certified) versus passions, ambitions and passions (which employers usually do not want to hear about)? How should I strike a balance between a personal statement and a standard employment cover letter?
