how does HSPS AF work?

Are you talking about the HPSP scholarship...? If you are, you should have already contacted your recruiter, it's really tough to get the HPSP through the AF you based off here I've seen stats of > 3.8 and around 23-25 AA DAT. Check out which recruiter is close to you here (http://www.airforce.com/contact-us/recruiter-locator/) and select "Healthcare student or professional". Contact them and they should give you more details about the program, it's a very lengthy process, but if you're in for it good luck.

To answer your questions: You can start now even though there is only one batch of selections through the board for the AF, you do not need a current acceptance to APPLY but to accept the scholarship you need an acceptance to dental school. START ASAP YOU ARE ALREADY LATE IN THE GAME. Good luck!
 
Get in touch with your recruiter as soon as you can. I don't think you are terribly late in the game but you should definitely start having some conversations with the recruiter because they can be extremely difficult to get a hold of. The process is different this year. You can apply with out an acceptance and I believe you turn in the application around September. Your recruiter will know all of the details though.
