How does reciprocity tuition work?

I'll admit I haven't looked into this much as of now.

I'm a Minnesota resident who will apply to some Wisconsin schools for example, especially because tuition is cheaper there under Minnesota reciprocity.

Do I need to sign up to receive reciprocity? What is the process? Thanks.
