Lets say that you get accepted to medical school, can you take out student loans before the first semester starts for the acceptance fee or any other expenses related to school.
I'm not sure about this, but I do remember during one of the financial aid presentations the lady was saying we should have around $2000 saved up for things we will need to set up before classes start since we won't have our loan money yet. But this might have been at Case Western, where they start classes in July.

Don't think so. You'll get it whenever your disbursement check comes. (Usually the first week of classes). In general if you have financial aid they don't take the money from you until you have registration. The high cost ones they should take directly from your finaid when it comes.
Anything you do have that first week and you don't have money use your credit card if you can. Pay it off in full and you have nothing to worry about.
As mentioned above, you don't your main financial aid until after school starts. At my school, we get it on the Tuesday of the first week of school. However, we can get a $500 emergency loan about two weeks before school starts, which they then withhold from your FA disbursement.
