How easy or difficult would it be to get a part-time HPC job right out of fellowship in a large city, like Los Angeles? Is this common?

Both possible, hospice more.

Neither have constant abundant opportunities in southern california.

You would need to keep an eye on the market and then jump on an opportunity when it arises.
