How hard is it to soap into a PGY2/Advanced neuro position as a PGY1 IM resident?

As the question asks, just wondering how hard is it to SOAP into a PGY2/Advanced neuro position as a PGY1 IM resident? I may want to try to SOAP in as I have an interest in neuro and not really in medicine. Thanks.
