UCSF Fresno is located in Fresno, CA, about 3 hours East of the main UCSF campus in San Francisco. Fresno is a city centered in a large agricultural region of California, and the hospital draws from a fairly large catchment area. Many people find Fresno to be a less than desirable place to live, but I personally like the area for the outdoor opportunities. The city is less than an hour's drive from amazing scenery and wilderness in places like Kings Canyon, Sequoia, and Yosemite National Parks.
I have done rotations at UCSF Fresno, but on services other than internal medicine. I have been unimpressed with the IM residents who I have encountered there. I am used to IM residents who are bright and who are strong independent thinkers -- the IM residents I have worked with at Fresno seemed to be rather slow and quite dependent upon their attendings/seniors. The majority of IM residents seem to be FMG's (which does not in itself mean they are weak of course, but is an indicator that the program does not have a huge draw for the most sought after applicants).
While UCSF proper is an IM powerhouse, UCSF Fresno is nowhere near that level of quality. However, the program might be a good fit for someone because of ties to the area, for the relatively low cost of living (by California standards), or because it's not as competitive to get into as many other California programs. Again, I have only limited experience working with the IM department at UCSF Fresno, so my perception may be way off, but my overall impression is that the IM department there is fairly weak.
Oh, and to answer your other question, I don't know if they have a night float system in place or not.
