I know the optomcas has a 4500 characters limit. My first draft is 3000 characters (1 page single spaced). Should it be longer?

Mine was also 1 page long single spaced, but ~3500 characters. As long as you’ve said everything you wanted to express to them, you’re fine!

As stated above, it can be as long as you want to get you and your ideas across to admissions. I personally went to the max use of 4400-4500 characters, because I ended up having to cut my draft (it ended up being too long).
