The vast majority of test takers take it at their respective schools on the same day. Those students are all graded together and a curve by some super secret mathematical formula is derived. ( I believe that they come up with a passing score that allows the greatest number of students to pass without making the ADA look too bad.)
I have no idea how the computer test is graded or against what curve.
