How strict about minimum requirements for residency application?

Do residency programs completely filter out applications which do not meet their advertised minimum requirements such as graduation cut off dates or number of attempts?
I am trying to determine if it is absolutely worthless to try to apply to a program if I do not meet such requirements mentioned on their website..

If I were in your place I'd call the program coordinator and talk to them about it.

Depends on the program.

In most cases, I'd say that if they list a certain factor as a filtered one, I'd assume that they are truthful about that. You can certainly request that they bypass the filter for *you* and have some of your faculty call and try to talk you up, but there is no hard and fast rule about this.
