How to answer question on USMLE Application?

I'm currently applying for the USMLE Step 2 CK. One of the questions on the application is whether I have previously sent a application to the NBME. I have previously applied for the USMLE ( I didn't take it) but I applied through the ECFMG. I'm not really sure if the ECFMG is part of the NBME (so sending an application through there counts as sending one to the NBME). Since it says giving the wrong answer counts as irregular behavior I figured I'd ask first. I've already emailed the ECFMG but they're saying that it may take 15 days to give and answer so I'd figure I'd also try SDN.
