If I went through amcas/aacomas and filled out my primary application but never submitted secondaries and/or withdrew my application would I still be considered a re-applicant?
 
I would say yes. You filled out an primary application and had it sent to schools of interest. The fact you withdrew does not negate the fact you sent an application before.

Look at it this way: If you sent a resume to a company for a job and then called them and said "no, I'm not interested". You then send ANOTHER resume to the SAME COMPANY a few months later for THE SAME JOB.... are you not reapplying for the position? You applied once by sending your resume, did you not? Same thing with med school applications IMO.
 
Yeah...I agree with Shy. I think this is a grey area (I've yet been able to definitively find an answer) and it sucks, but technically you have already "applied." But, it's really not that big of a deal. Most schools don't ask if you are a re-applicant. A few schools ask if you've ever applied to medical school before and a few ask if you've specifically applied to their school in the past.

At this point in the game, if you haven't done so already, it's on the later side for submitting secondaries, so you might be better off not submitting them and then applying as early as possible next application cycle (read: June). As long as you have some things to add to your primary (i.e. more grades, ECs, etc) you'll be much better positioned for next app cycle than you are by applying "late" just to avoid being labeled a "re-applicant."

I was also under the impression that if all materials (i.e. secondary apps) were not sent in, that respective program would not even acknowledge the candidate therefore it would seem as if that candidate had only done part of what was required but not all. Make sense? They only went part of the way but had not fully commited themselves to the process.
 
But they still applied. If you start a marathon race but drop out halfway through, did you not still run in the marathon? An application is an entrance into the process. You entered. The primary application is sent to every school you request. You just didn't matriculate or have an acceptance, thus the question 'have you previously matriculated at any medical school' would be able to be answered "no."
 
You are a reapplicant.
It really doesn't make any difference, other than maybe a check box.
Schools only care that your current app is strong.
