The increase in dopamine by cocaine blocking reuptake initially causes a suppression in prolactin secretion. However after the effects of cocaine wear off there is a drop off in dopamine levels and thus an increase in prolactin secretion as a rebound effect i.e. during withdrawal. During initial cocaine usage this rebound effect won't be that great, however the more chronic the cocaine usage the greater the rebound effect. I guess it is more accurate to say that the cocaine withdrawal is causing the prolactinemia.
Not sure about the TCA causing prolactinemia issue.
