I will be applying to universitys in fall - Suggestions?

This coming fall I will applying to a number of Universities to be a Jr undergrad transfer student for the 09 Fall semester. I currently have a 3.6gpa which will be a 3.8 after this semester concludes unless I drop dead. My university of first choice is Southern California, but will also be applying at USF, Florida, UCLA, and maybe a few Cal State Universities. I am very involved in my school now (St Petersburg College in Tampa bay, a 4 year college) in our medical club, PAAC, as well as student government. It is my goal to get a Phd.

What are some things I can do to help ensure I get into a university of my choice?

Is GPA my biggest concern right now?
Letters of recommendations?
What else would really help me out?
