IHS as Internship only GP?

MO Gov. Nixon signed into law a bill designating med school graduates who passed Steps 1 and 2 as Assistant Physicians (basically GPs) to work in underserved areas as medical providers. These doctors will be under close supervision by a board certified physician for a month, afterwhich they will practice medicine solo as long as they are within 50 mile radius of the BC physician.
 
I work for IHS facility but my contract is with the local tribe.

They required not only a license, but also to be boarded in our speciality. We have a peds/IM MD, 1 IM MD, 2 peds MDs, family med MD (me), 1 OB MD, 2 endo MDs --and we are all boarded.
