I hold my kids down if they can't stop squirming.(granted the oldest is 6) I'd ask the parent to do the same to theirs. If we're talking pre-adolescent (10-13) then you can try to reason with them, otherwise you can always send them to the doctor's office and have the nurses take care of it.
