So I just want to clarify this point. (I dislike immuno, but I'm trying to understand it as best I can.)

Do CD8 cells only have a T-cell Receptor that only binds MHC II? Likewise, do CD4 cell only have a T-cell receptor that only binds MHC I? Both cells (CD8 and CD4) don't have T-cell receptors for both MHC I and MHC II, correct?

In other words, could a CD4 T-cell receptor ever bind MHC I? Or a Cd8 with MHC II?

No CD8 cells don't have T cell receptors that bind to MHC II they bind to MHC I and CD4 cells bind to MHC class II. They obviously also need the cosignal with B7 with CD28.
 
CD4 and CD8 are co-receptors. The TCR is capable of interacting with either MHC-I or MHC-II but at a low affinity. CD4 or CD8 will bind tightly to MHC-II or MHC-I, respectively, which will engage the TCR with the corresponding MHC receptor. If the binding is tight enough, the T cell is activated, if not, then the TCR disengages from the MHC complex despite tight binding by CD4 or CD8.
