In State Status at Maryland

So i sent in my application for in state status and received a letter back today saying that ive been denied because im registered to vote in another state. i lived in maryland all of my life but registered to vote in virginia (where i go to school) since my vote would probably make more a difference here. does anybody know if there is any way that i can still get in state classification, or is voter registration a mandatory thing. (also, the deadline for registering i think is passed... so even if i wanted to i dont hink i can register in maryland anymore 🙁!)
