I was recently put on probation for too many parking tickets at my university. It only lasts for one semester. Does this count as institutional action for the AMCAS even though it never was and never will be on my transcript? If so, can I just say NO and they cant really find out anyways. I wouldnt like to go around the loophole, but I think it would really hurt my application if I had to check YES. Thanks for the help guys.

Probation is "institutional action" so be honest & put it on your application. Unpaid parking tickets ranks right up there with partying on the fire escape and having an "illegal" coffeemaker in your dorm room -- the adcom is not going to care. But, if it is in your record (not on the transcript but in your school record) it could end up in a committee letter (I read dozens that explicitly say that there has been no institutional action against this student and a few that detail what institutional action there has been against the student) so be honest and give the adcom a trot down memory lane as we reflect back on the trouble we ourselves got into when we were in college.
