I don't understand from your description how this would be documented as a criminal charge.

I would contact Certiphi. I would consider getting your own background check. If you get accepted, you'll also get a chance to review the information, but if you are worried it will show up, you might as well see if that is true.
 
I'm not saying it would show up as a criminal charge. Rather, it simply shows up as an "Occurrence - No Charges/Arrests". From what I understood after contacting Certiphi, they simply display what is given to them. So, I'm pretty sure these incidents could show up as non-charge/arrest incidents. If so, do you think they could have an impact post-acceptance?
That's the way it shows up on a Certiphi report? Where are you seeing this?
 
Just mention something happened but it didn't result in any charges. That's pretty much what it says, and I would be hard-pressed to think that citation is disqualifying as written. I'm not a lawyer, but there's nothing there.

It's like one is charged in being involved in a peaceful protest, but your charges of disturbing the peace were dropped before prosecution.

Basically, report what appears. Don't make this into a surprise nothingburger.
