Inter-DPT Program Transfer?

Anyone have any insight on if something like this is possible?

Here's a link from someone who changed programs. Their situation was slightly different (dismissed vs transferring) but it shows some the difficulties they are having transferring credits. At their school (Univ. of St. Augustine) you can technically transfer credits, but they make it almost impossible.
