Motor neurons are characterized by
A. dorsal root
B. ventral root ganglion
C. afferent
D. parasympathetic
E. None of the above

it's D, although the wording of the question is bad.

Parasympathetic nervous system does not characterize the motor neurons, although parasympathetic nervous system do use motor neurons as the efferent system. It's a tricky question because one might associate ventral root (which is true for motor neurons) with the answer ventral root ganglion. The truth is, only the sensory unit have condensed ganglion. The cell bodies of the motor unit is located in the gray matter of the spinal cord.
