Internation Vs Permant Resident

Hey,

So my BF is applying to dental school this fall, and his a permanent resident. Is there any difference the way ad com look at this? is he seen as a internal student? or should he become a citizen to boost his chances of getting in?
 
I could be wrong, but I'm pretty sure permanent residents are not considered international students. Also, applying for citizenship takes a long time. If he's applying to dental schools right now, he's not going to get citizenship in time (for the apps, at least - he will probably get it by the time he enters dental school).
 
Permanent residents are considered more-or-less as citizens. Residents will get governmental aid, loans and they will not be considered as international students.
