So I'm hearing rumors that NRIs (U.S. citizens) can do their house surgeon/internship/junior doctor back in the States. Is there any truth behind that? Does anyone have specific details?

In order to start an internship in the US you usually have to pass USMLE Step 1, 2CK and 2CS and you have to have a degree from an accredited US institution or an accredited foreign medical school.
