Do higher numbers mean better things?

If so,

"How do you rank this school among ALL other schools?" 10 = best? 1= worst?
"Stress Level" 10=least stressful 1 = most stressful??????????????

this is never really specified.

Generally a higher number would mean "more/to a higher degree" of whatever is being rated...
For instance, if "stress level" was rated as a 10, that would be "more stressful" than a stress level rated at 9, etc.
