Can anyone tell me how long it normally takes programs to decide whether or not they want to interview you?

depends, how many programs did you apply to and how competitive are they?
I wouldn't start worrying so early though - I got a few interviews from programs right when I sent in my application, then I started to get more in October, and another wave about a week or two after the Dean's letter went in. A couple stragglers or perhaps I was in their second tier group? in November.
