Interview rejection options

Has anyone ever heard of someone getting a rejection notice and then calling the program to find out why and asking for a relook? Was the person then sucessful in getting an interview?

I know a guy who got a radiology rejection. He emailed the program and ended up with an interview the next day. He was a competitive applicant though - very high board scores, clerkship grades, etc.
