Interview selection process

Does anyone know the specifics of how the interview selection process works? As a Florida resident, I submitted my application to 13 schools the end of June. So far I've only received interviews from two in-state schools and heard nothing from the other out of state programs.

I have friends with similar or even lower statistics (I know it's not all about numbers though) who submitted their application a lot later in the cycle (August) and have already gotten interviews at schools like VCU, BU, and Temple. Does it mean those schools have already reviewed mine and won't look at it again? Or do schools invite the applicants they're interested in most first, but after their deadline they go back too look at others again? Is there a chance they might review it again after they know how many of their December acceptances will be claimed? Any insight would be appreciated.
