SUNY for example will do the following...
If they like you and your application after they interview you...they will say "you are accepted, But you need to get the following scores on the OAT's for the final accpetence" OR "so far so good, let's see how you do on the OAT's, then we will tell you our decision"
obviously the first one is better, because they tell you you are accepted, but just need to take it and do well. the second one, they are not even completly sure if they want you, yet.
