I wouldn’t be so quick to think COVID won’t be a factor next year. Even so, I think the shift to remote interviews, which was supposed to be temporary, may have a lasting effect on future cycles. You’ll just have to wait and see how things are next year

One of my friends from college was doing a Fulbright and she was allowed to do remote interviews. Not at every school. She was valedictorian and had like a 525 or something. so it’s definitely possible but as the two above me said, it’s not likely. Depends on the reason I think

Honestly, nobody can knowledgeably answer this for you now. In the past, no, this would not have been done because virtual was not considered to be an acceptable substitute.
The situation created by COVID changed the thinking on this, so nobody really knows what's going to happen in the future. Maybe virtual is here to stay, maybe schools will be more receptive to accommodating candidates, maybe none of the above. The conservative move would be to hope for accommodations but be prepared to be in the country during interview season, if necessary.
