In general, for fellowship interviews (if they are rolling admission), and you don't hear back from them in a few weeks (after they told you they would call you) does that mean they are not interested? Or they just shopping around?

It doesn't necessarily mean anything, they can give you a call after a long time, even a month. You shouldn't restrict yourself to one place, the same as they take the time to go through many candidates.
Try to get a date from your interviewers of when they should let you know. And, last, it is totally ok to give them a call, just to check your status.
