Is energy input needed to maintain: Steady State Systems?and/or Steady State Systems at Equilibrium?

2) What does that mean? I thought if you are in a steady state, you are not at equilibrium?

You are correct:

Berkeley Review says, "[Regarding resting membrane potential], since energy is used, this cannot be described as an equilibrium. When a state is constant, but energy is used to maintain that state, this is termed a 'steady state system."
