Is it okay to call the matched program after 1pm on 19 march 2009 to thank the PD and/or PC.

or ideally wait till next day 20 march 2009 ?

It's fine - though they may be calling you.

I got an email immediately from the Residency Coordinator, so it was easy to reply my thanks.
So happy, got 1st choice, worried I wouldn't being a caribbean grad.

There is no rule that prevents one from contacting the program after 1pm. Most interns don't contact me and I don't expect them to do so. Most programs are probably busy trying getting packets together to send to their new interns informing them of what they need to do next.

It was barely after 1PM when my new PD called me to congratulate me and to welcome me to the program. So I would concur, you might want to wait it out.
