Some states allow full licensure earlier than others : ex. Wisconsin licenses FMG's after just one year of residency.

It is my understanding that Federal programs like VA hospital and Fed prisons and IHS will let a doctor work there, if they are licensed in ANY state - ex. could work in Virginia VA if they are licensed in Louisiana.

Would it be possible to do residency in a state that required 3 years of residency for FMG's, get licensed in a state that licensed after one or two years, and then moonlight in a Fed program your third year with the PD's permission?

Out of curiosity, are moonlighting options (or lack thereof) going to affect your Match Rank List?

Yes. I have a family I am responsible for and I certainly did not live with my parents until my mid twenties while doing school. Financial responsibility has been mine for decades. Plus it just feels good to make some decent money, the sun shines brighter. I would do what I do, but making an extra 50 G's would brighten my smile more than Crest toothpaste.

Ah, gotcha.

(BTW, neither did I. Moved out when I was 17, after high school, paid my own way since then! And very proud of it, too.)
