Is it safe to apply to new residency programs with only initial ACGME accreditation

I am a non-US IMG currently in the process of compiling the list of programs I will be applying to for this cycle. I have seen a number of brand new programs on the residency explorer tool, and some with just one or two current sets of residents. I've also read up a bit on the pros and cons of attending a new program, but I still wonder if it is safe or worth it to consider such programs. Does an initial ACGME accreditation status have any significant potential consequence or impact on my training or should I avoid these programs.

I think I have pretty decent application stats, but I'm full aware of the limitations that come with being a non-US IMG, so trying to make the most of every opportunity I can find.

Very new programs probably are not in much danger from the ACGME. The bigger concern is the lack of track record. There will be new programs that have the right resources and the right people and will be strong. There are also new programs that will be the opposite and it is hard to tell before people have experienced the training and graduated.

is there any way to find out what residency programs are opening up for any given year??
