slightly longer answer: depends on the school. but for the most part, no.
bottom line: stop flipping out. get your secondaries done as soon as you can, there's really nothing more you can do. FWIW, i completed all my secondaries in mid to late september and i got 2 outright acceptances and 1 acceptance in the first batch off the waitlist.
Is your question if you will be competing for the wait list? I think that is still a couple of months off. You have missed the beginning of the application cycle for sure, but I think you would be competing for the peak applicant slots. In any case, not much you can do now, focus on your apps and submit as soon as you are ready.
Maybe your friend is thinking of AMCAS submission. Considering how long verification is taking, if a person were to submit their primary right now they'd be in a very undesirable position.

You're not exactly crazy late with secondaries though, just not early. I submitted <3 weeks ago and have interviews coming up in early October (which is not late at all)
