Is state a factor in getting residencies?

Do most residency programs factor in state residency when choosing candidates like how many medical schools do?

No. But for example, if you're applying for an EM residency in NYC and you mention to the PD how much you hate NYC that might not be in your best interest. PD's want reliable residents who will complete their residency and not quit after a year or two because they don't like the living environment. Also, if you're unhappy about where you live it might affect you training.
