C . 3
D . 4

I was really confused. The answer is A???:scared:

Place each Br on C1 and C2, C2 and C3, C1 and C3, wouldnt they all result in optical activity?

Br on c1 and c2 is the same molecule as the Br on c2 and c3.

Br on c1 and c3 does not show optical activity due to symmetry.
 
watch for meso compounds (internal plane of symmetry), they tend to be the cause of confusion because they may be sometimes hard to spot
